The Congress is formed by the Member Associations affiliated to West Asian Football Federation according to its statutes, and the congress is considered the supreme and legislative authority of the federation.

Among the most important authorities of the Congress are:

• Electing the President, the Vice-Presidents, and Executive Committee Members.
• Appointing the independent auditors upon the proposal of the Executive Committee.
• Adopting or amending the Statues, Regulations governing the application of Statutes and the Standing orders of the Congress.
• Admitting, suspending or expelling a Member.
• Approving the budget.
